For the Switch in particular, you can play it while sitting in a closed bathroom, an elevator, or on an airplane so requiring always-online server connections would be especially unsellable. They put them in their living rooms far away from WiFi instead of in offices or wherever their router is - it's more important to be near the TV than to be near the router. Consoles are cheaper, people run them in places with crappy 2mb download speeds, or no internet at all. It's that many console players won't put up with always-online single player games that require stable internet connections. I think the main issue isn't server costs.
